Executive Team

David A. Westrick

Chief Executive Officer


With over 38 years of experience in the construction field, David Westrick has been involved in all facets of the business. He specializes in water and wastewater treatment plants, installation of utilities, environmental projects, emergency response services, and on-call services. Mr. Westrick currently serves as the Chief Executive Officer of Ruby-Collins, Inc. In addition to oversight of company projects, his responsibilities include business development, client development, proposal and estimate preparation, and management of banking, bonding, and insurance relationships.

Scott N. Cline

President + Chief Operating Officer


Scott Cline has more than 17 years of experience in the engineering and construction fields, 14 of which have been at Ruby-Collins, Inc. As the president of Ruby-Collins, Mr. Cline is responsible for ensuring a safe and enjoyable workplace for all employees, maintaining and developing relationships with engineers and owners, and providing direction on which projects to pursue. In his capacity as COO, Mr. Cline oversees the daily operations of the company, including: individual projects, the safety program, and the fleet of equipment. Mr. Cline holds a bachelor’s degree in Civil Engineering from the University of South Carolina and a master’s degree in Business Administration from Georgia Tech.

Robert L. Cates

Chief Financial Officer


Robert Cates has over 25 years of experience in the water and wastewater industry, all with Ruby-Collins, Inc. He spent his first 18 years involved in the construction of underground utilities. Mr. Cates has a unique blend of construction and financial experience that has aided in the steady growth of Ruby-Collins, Inc. since the executive management transition in 2013.

Operations Team

Jon "Tad" Nusbaumer

Operations Manager


Tad Nusbaumer has 36 years of construction experience, with a majority of his expertise in large diameter water and sewer mains and tunnel construction. As the operations manager for Ruby-Collins, Inc., Tad Nusbaumer manages and is actively involved in all field operations.

Monte Beasley

Senior Project Manager


Monte Beasley has 35 years of experience in utility/heavy-civil construction with a focus on underground piping. Monte Beasley is known in the heavy-civil industry for his experience working with numerous pipe materials in varying field conditions. His primary responsibilities include project acquisition, development, and management.

TJ Ackerman

Senior Project Manager


TJ Ackerman has worked in the construction industry for 13 years and has served as a project manager for Ruby-Collins, Inc. since 2016. TJ Ackerman deals mainly with the overall management of Ruby-Collins’ projects, from estimating and procurement, to the daily oversight of multiple plant and utility projects.

Andy Cook

Senior Project Manager


Andy Cook grew up in the construction industry and has spent the last 11 years specifically in the utility industry. With a background in the installation of water, sewer, and storm lines, Andy Cook specializes in large diameter gravity sewer and force main and trench-less installation. He has a degree in Mechanical Engineering from Georgia Tech.

Andy Hedrick

Senior Project Manager


Andy Hedrick joined Ruby-Collins, Inc. in 2020 with over 18 years of experience in the utility and heavy civil industry. Andy is a Licensed Utility Manager in Georgia, Louisiana, and Tennessee, with a degree in Construction Management from Purdue University. Andy’s experience includes managing water transmission and distribution systems, sewer transmission systems, storm water management systems, roadway reconstruction, and site development throughout the Southeast. He believes in safely delivering quality projects to the owner and building long-lasting professional relationships.

Lance Thomas

Project Manager


Lance Thomas has been a project engineer with Ruby-Collins, Inc. for over 3 years, but has 13 years of experience in similar positions within the construction industry. Lance Thomas handles vendor relations, budgeting for projects, solving any issues that may arise during the duration of the project, and pay requests that occur during and after a project is complete.

Jon Cook

Project Engineer


Jon Cook has been around construction his entire life and has been working with Ruby-Collins, Inc. for 3 years. After graduating with a Construction Management degree from Southern Polytechnic State University, Jon Cook came to Ruby-Collins, Inc. as a foreman, and now serves as a Project Engineer. His main responsibilities include managing jobs, checking on the safety of each job, coordinating field crew and materials, and being the intermediary between owners and engineers.

Matthew Meeks

Project Engineer


Matthew Meeks worked as a project manager for 18 years and joined the Ruby-Collins construction team in 2019. In this role, Matthew Meeks is responsible submittal preparation and tracking, assisting Project Managers and Project Superintendents, scheduling vendors material and subcontractors, tracking quantities and cost, and estimating for change order requests.

Allen Knight

Project Superintendent


Allen Knight has worked in the construction of water and wastewater treatment plants for 34 years. Allen Knight has served as a project superintendent for Ruby-Collins, Inc. since 2014 where he manages everything from underground pipework to concrete structures. He also oversees the installation of pumps and other mechanical equipment, plumbing, electrical, structural, and architectural aspects of the projects.

Chris Neely

Project Superintendent


Chris Neely joined Ruby-Collins, Inc. as a project superintendent in 2016. Chris has more than 13 years of experience in the construction of water and wastewater treatment facilities, with a particular focus on the design/build construction of treatment facilities. His main duties include everything from underground pipework to the construction of concrete structures.

Ryan Mott

Fleet Operations


Ryan Mott has worked in the construction industry since graduating from UNC-Chapel Hill in 2002. His experience has been in environmental remediation, seawall construction, road and utility construction, and dredging. In addition to helping manage specific projects, Ryan Mott focuses on the management of the equipment fleet.

Megan Griffin

Project Administrator


Megan Griffin worked in Inventory Control for 12 years with Foley Products before transitioning into the management of Ruby-Collins’s Project Administrator duties in 2019. Megan Griffin is responsible for day-to-day administration of projects, data entry in tracking systems, maintenance of all project records, preparation of documents.

Andy Thibodeau

District Manager


Andy Thibodeau joined Ruby-Collins, Inc. in 2019 as a District Manager. His work history ranges from Project Engineer to Senior Project Manager with 25 years of experience in heavy construction and water and wastewater treatment facilities. He oversees the team structure, coordinates with the designer, monitors the schedule for compliance with the contract, monitors the budget, and develops procurement packages for subcontractors, coordinating vendor procurement. His project experience spans many alternative delivery projects and complex scopes.

Mike Lawson

Project Superintendent


Mike Lawson has more than 10 years of supervisory experience in the construction industry and has proven his ability to lead multiple crews in completing projects safely, ahead of schedule, and within budget. Currently, his duties are to manage and schedule the day-to-day activities of field crews, ensure quality installation, and maintain the project schedule. Mr. Lawson has previously held roles as General Foreman and Assistant Superintendent.


Rick Robinson

Safety Director


Rick Robinson serves as the Corporate Safety Director for Ruby-Collins, Inc. Rick started in the construction industry over 35 years ago as a safety and operations manager and has continued to grow his skill set in the safety field through his vast experience. He is an OSHA and MSHA certified instructor and has a certification as an Environmental Safety and Health trainer. He conducts training for OSHA 10, 30, MSHA 46, 48A, 48B, and underground utilities, while also specializing in excavation and trenching safety, storm and water infrastructure, and drilling. Rick holds certifications for OSHA 500, 502, 510, 521, 3015, and 3115. He is a MSHA Blue card instructor for IS, IU, and US Department of Labor, and holds a six-sigma black belt and green belt for quality assurance. Rick Robinson is responsible for creating and implementing the corporate safety policy for all Ruby-Collins employees, and is responsible for enforcing those safety practices every day on multiple job sites.

Pre-Construction Services

Jerri Sumlin

Director of Project Development


Jerri Sumlin is an experienced marketing and business development leader with over 20 years of professional experience, including 13 years in the Architectural, Engineering and Construction (AEC) industry. She brings comprehensive experience in identifying, evaluating, and strategically pursuing priority business opportunities in addition to developing and implementing tactical marketing plans. As Director of Project Development, Jerri oversees the following functions for the Pre-Construction Services division: Sales Management, Proposal Management, Marketing Management, as well as Public Relations and Communications. A graduate of the University of Georgia, Jerri received her B.A. degree in Economics, and subsequently, an M.B.A. degree in Marketing from Kennesaw State University. Jerri also earned a Project Management Certificate from Georgia Tech and received her PMP certification through the Project Management Institute (PMI).

Nikki Carr

Pre-Construction Services Manager


Nikki Carr brings over 20 years construction industry experience working for general contractors that specialize in the water and wastewater industry throughout the Southeast. As Pre-construction Services Manager, Nikki leads in all phases of the bid and proposal development process, while complying with required specifications for existing and new clients. She is also responsible for preparing supporting documents including: pre-qualifications, certifications and registrations, as well as facilitating pre-submittal reviews. In addition, Nikki works in collaboration with estimating in the development of subcontractor relationships and supports sales management initiatives including lead tracking and market research analysis.

Brianna Rubinich

Marketing Coordinator


Brianna Rubinich graduated from the University of South Carolina with a Marketing and Management degree in 2018, and now serves as Ruby-Collins, Inc.’s Marketing Coordinator. Brianna is responsible for creating content for all of Ruby-Collins’ online presence, including the website and multiple social media platforms, handling all of Ruby-Collins branding, marketing, and promotional materials, and creating and designing professional presentation tools. She also manages community involvement, special events, attends industry conferences, designs and completes bid proposals, and prepares internal and external announcements for Ruby-Collins.

Scott Burdick



Scott Burdick joined our Ruby-Collins Jacksonville office in 2019 to serve as an estimator on all projects within that region. His experience includes 18 years working in the estimating field in the construction and renovation industry. Scott's daily duties include performing quantity takeoffs, bid reviews, building relationships with vendors and subcontractors, attending pre-bid meetings, and supporting proposal preparation.

Eric LeDoux



Eric LeDoux has served as an Estimator for Ruby-Collins, Inc. since 2019. Eric graduated from Louisiana State University in 2018 with a B.S. degree in Construction Management with an emphasis in the industrial sector. Prior to joining Ruby-Collins, Eric worked as a construction field engineer for water and wastewater facilities. His main responsibilities as an estimator includes performing quantity takeoffs, bid reviews, building relationships with vendors and subcontractors, attending pre-bid meetings, and supporting proposal preparation. He also assists with sales management, which helps with exploring opportunities with new and existing clients. In addition, Eric keeps track with emerging technologies and softwares that help meet the demand of the rapidly changing construction industries.

Administrative and Accounting

Teresa Fritts

Office Director


Teresa Fritts has 22 years of experience at Ruby-Collins, Inc. She presently serves as the office director of Ruby-Collins, and is responsible for all human resources duties, payroll, 401K program, and the company’s employee benefits program. Teresa Fritts serves as the main link between upper management and all of Ruby-Collins’ employees.

Tiffany Potter

Accounts Payable


Tiffany Potter has worked in Accounts Payable roles for over 18 years and joined the Ruby-Collins, Inc. team in 2019. She specifically handles all of Ruby-Collins’ outgoing and incoming financial accounts, including invoices, expenses, and pay requests.

Jessica Gates

Admin Assistant


Jessica Gates serves as the first face of Ruby-Collins, Inc. and has been a part of the team since 2019. She is responsible for receiving guests at the office, answering calls, and assisting with any other administrative tasks as needed.
