Executive Team

David A. Westrick

Chief Executive Officer


With over 38 years of experience in the construction field, David Westrick has been involved in all facets of the business. He specializes in water and wastewater treatment plants, installation of utilities, environmental projects, emergency response services, and on-call services. Mr. Westrick currently serves as the Chief Executive Officer of Ruby-Collins, Inc. In addition to oversight of company projects, his responsibilities include business development, client development, proposal and estimate preparation, and management of banking, bonding, and insurance relationships.

Scott N. Cline

President + Chief Operating Officer


Scott Cline has more than 17 years of experience in the engineering and construction fields, 14 of which have been at Ruby-Collins, Inc. As the president of Ruby-Collins, Mr. Cline is responsible for ensuring a safe and enjoyable workplace for all employees, maintaining and developing relationships with engineers and owners, and providing direction on which projects to pursue. In his capacity as COO, Mr. Cline oversees the daily operations of the company, including: individual projects, the safety program, and the fleet of equipment. Mr. Cline holds a bachelor’s degree in Civil Engineering from the University of South Carolina and a master’s degree in Business Administration from Georgia Tech.

Robert L. Cates

Chief Financial Officer


Robert Cates has over 25 years of experience in the water and wastewater industry, all with Ruby-Collins, Inc. He spent his first 18 years involved in the construction of underground utilities. Mr. Cates has a unique blend of construction and financial experience that has aided in the steady growth of Ruby-Collins, Inc. since the executive management transition in 2013.

Operations Team

Jon "Tad" Nusbaumer

Operations Manager


Tad Nusbaumer has 36 years of construction experience, with a majority of his expertise in large diameter water and sewer mains and tunnel construction. As the operations manager for Ruby-Collins, Inc., Tad Nusbaumer manages and is actively involved in all field operations.

Monte Beasley

Senior Project Manager


Monte Beasley has 35 years of experience in utility/heavy-civil construction with a focus on underground piping. Monte Beasley is known in the heavy-civil industry for his experience working with numerous pipe materials in varying field conditions. His primary responsibilities include project acquisition, development, and management.

TJ Ackerman

Senior Project Manager


TJ Ackerman has worked in the construction industry for 13 years and has served as a project manager for Ruby-Collins, Inc. since 2016. TJ Ackerman deals mainly with the overall management of Ruby-Collins’ projects, from estimating and procurement, to the daily oversight of multiple plant and utility projects.

Andy Cook

Senior Project Manager


Andy Cook grew up in the construction industry and has spent the last 11 years specifically in the utility industry. With a background in the installation of water, sewer, and storm lines, Andy Cook specializes in large diameter gravity sewer and force main and trench-less installation. He has a degree in Mechanical Engineering from Georgia Tech.

Lance Thomas

Project Manager


Lance Thomas has been a project engineer with Ruby-Collins, Inc. for over 3 years, but has 13 years of experience in similar positions within the construction industry. Lance Thomas handles vendor relations, budgeting for projects, solving any issues that may arise during the duration of the project, and pay requests that occur during and after a project is complete.

Eric LeDoux



Eric LeDoux has served as an Estimator for Ruby-Collins, Inc. since 2019. Mr. LeDoux graduated from Louisiana State University in 2018 and his main responsibilities include performing estimating on many projects, analyzing price quotes from vendors, and assisting with proposal preparation.

Jon Cook

Project Engineer


Jon Cook has been around construction his entire life and has been working with Ruby-Collins, Inc. for 3 years. After graduating with a Construction Management degree from Southern Polytechnic State University, Jon Cook came to Ruby-Collins, Inc. as a foreman, and now serves as a Project Engineer. His main responsibilities include managing jobs, checking on the safety of each job, coordinating field crew and materials, and being the intermediary between owners and engineers.

Matthew Meeks

Project Engineer


Matthew Meeks worked as a project manager for 18 years and joined the Ruby-Collins construction team in 2019. In this role, Matthew Meeks is responsible submittal preparation and tracking, assisting Project Managers and Project Superintendents, scheduling vendors material and subcontractors, tracking quantities and cost, and estimating for change order requests.

Allen Knight

Project Superintendent


Allen Knight has worked in the construction of water and wastewater treatment plants for 34 years. Allen Knight has served as a project superintendent for Ruby-Collins, Inc. since 2014 where he manages everything from underground pipework to concrete structures. He also oversees the installation of pumps and other mechanical equipment, plumbing, electrical, structural, and architectural aspects of the projects.

Chris Neely

Project Superintendent


Chris Neely joined Ruby-Collins, Inc. as a project superintendent in 2016. Chris has more than 13 years of experience in the construction of water and wastewater treatment facilities, with a particular focus on the design/build construction of treatment facilities. His main duties include everything from underground pipework to the construction of concrete structures.

Greg Sparks

Project Superintendent


Greg Sparks has worked in the construction industry for his entire life and has served as a Project Superintendent for the past 11 years. Greg Sparks joined the Ruby-Collins, Inc. team in 2019 and his main responsibilities include managing various projects and overseeing daily tasks on the job site.

Ryan Mott

Fleet Operations


Ryan Mott has worked in the construction industry since graduating from UNC-Chapel Hill in 2002. His experience has been in environmental remediation, seawall construction, road and utility construction, and dredging. In addition to helping manage specific projects, Ryan Mott focuses on the management of the equipment fleet.

Megan Griffin

Project Administrator


Megan Griffin worked in Inventory Control for 12 years with Foley Products before transitioning into the management of Ruby-Collins’s Project Administrator duties in 2019. Megan Griffin is responsible for day-to-day administration of projects, data entry in tracking systems, maintenance of all project records, preparation of documents.

Teresa Fritts

Office Director


Teresa Fritts has 22 years of experience at Ruby-Collins, Inc. She presently serves as the office director of Ruby-Collins, and is responsible for all human resources duties, payroll, 401K program, and the company’s employee benefits program. Teresa Fritts serves as the main link between upper management and all of Ruby-Collins’ employees.

Tiffany Potter

Accounts Payable


Tiffany Potter has worked in Accounts Payable roles for over 18 years and joined the Ruby-Collins, Inc. team in 2019. She specifically handles all of Ruby-Collins’ outgoing and incoming financial accounts, including invoices, expenses, and pay requests.

Jessica Gates



Jessica Gates serves as the first face of Ruby-Collins, Inc. and has been a part of the team since 2019. She is responsible for receiving guests at the office, answering calls, and assisting with any other administrative tasks as needed.


JC Salas

Corporate Safety Director


JC Salas came to Ruby-Collins, Inc. after serving as a safety instructor in the United States Air Force and has more than 40 years of experience in the safety field. The majority of JC Salas’s responsibilities as the safety director of Ruby-Collins, Inc. involves directing daily safety operations, providing OSHA compliance training, and safety orientation training for new employees.

Brianna Rubinich

Marketing Coordinator


Brianna Rubinich graduated from the University of South Carolina with a Marketing and Management degree in 2018, and now serves as Ruby-Collins, Inc.’s Marketing Coordinator. Brianna Rubinich is responsible for creating content for all of Ruby-Collins’ online presence, including the website and multiple social media platforms.

Melissa Wortham

Pre-Construction Services


Melissa Wortham worked as a new construction flooring account manager for 7 years before transitioning into the management of Ruby-Collins’s pre-construction duties in 2019. In this role, Melissa Wortham is responsible for tracking upcoming pre-qualifications, pre-bid meetings, and bid dates. She also assists in the estimating process and development of subcontractor relationships.
